सावरपाडा एक्‍स्प्रेस

कविता राऊत ज्या स्पर्धेत उतरते त्यात पदक कमावल्याशिवाय थांबत नाही, असा तिचा लौकिक आहे. रविवारी (ता. 6) "पुणे आंतरराष्ट्रीय मॅरेथॉन' स्पर्धेत महिलांच्या गटात चौथा व भारतातून पहिला क्रमांक पटकावीत तिनं आपण "लंबी रेस का घोडा' असल्याचं पुन्हा एकदा दाखवून दिलं. तसा धावपटूंच्या जगात तिचा निराळा दबदबा आहे. कविता आहे, म्हणजे जीवतोड मेहनत करावी लागणार, हे इतर सगळ्याच स्पर्धकांना न सांगताही माहीत असतं; पण तिचं आजचं यश हे असं सहजासहजी तिच्या पदरी पडलेलं नाही; तर तिनं शब्दशः घाम, रक्त आणि अश्रू गाळून ते कमावलेलं आहे.

नाशिक जिल्ह्यातील त्र्यंबकेश्‍वर तालुक्‍यातील एक आदिवासी पाडा... पाचशे वस्तीचं लहानसं गाव. रस्ते, वीज आणि पाणी या कशाशीही संबंध नाही. शाळा जेमतेम चौथीपर्यंत. असं जंगलातल्या कुशीतलं सावरपाडा. याच गावावरून कवितालाही नाव पडलं "सावरपाडा एक्‍स्प्रेस'.

कविताचं सगळं बालपण याच सावरपाडामध्ये गेलं. वडील फॉरेस्टमध्ये नोकरीला होते; पण सावरपाड्यातल्या इतर मुलींप्रमाणेच तिचंही आयुष्य चालू होतं. रोजच 15-20 मैलांची पायपीट. सावरपाडामध्ये चौथीनंतरच्या शिक्षणाची सोय नव्हती; म्हणून मग तिच्या वडिलांनी तिला ठाणापाडा इथल्या आश्रमशाळेत घातलं. सावरपाडापेक्षाही आश्रमशाळेतले दिवस कठीण होते. ठाणापाडातही पाण्याची वानवाच होती. प्रत्येक मुलीला स्वतःच्या पाण्याची सोय स्वतःच करावी लागत असे. त्यामुळे सावरपाडातली पायपीट ठाणापाडामध्यही तशीच सुरू होती. ठाणापाड्याहून मग कविता हरसूलच्या केबीएच शाळेत शिकायला गेली. चौथीत असताना तिने पहिल्यांदा धावण्याच्या स्पर्धेत भाग घेतला आणि त्यानंतर आजतागायत तिने कधीच मागे वळून बघितलेले नाही.

हरसूलच्या शाळेत असताना कविता विविध स्पर्धांमध्ये भाग घेत होती, बक्षीसंही मिळवत होती; पण शास्त्रोक्त पद्धतीने धावणं तिला माहीत नव्हतं. लहानपणापासून केलेल्या कष्टामुळे तिचं शरीर काटक बनलेलं होतं. मैलोन्‌ मैल पाण्यासाठी ये-जा करण्यामुळे तिचा स्टॅमिना तुफान होता आणि त्याच बळावर ती धावत होती. याचदरम्यान, विश्‍व हिंदू परिषदेचे कार्यकर्ते डॉ. पिसोळकर यांनी शालेय राज्य स्पर्धेच्या तीन दिवस आधी "साई'चे (स्पोर्टस ऍथॉरिटी ऑफ इंडिया) प्रशिक्षक विजेंद्र सिंग यांच्याकडे तिला आणलं. विजेंद्र सिंग यांच्याकडे कविता आली आणि तिचं संपूर्ण आयुष्यच बदलून गेलं. धावणं ही फक्त आवड न राहता त्यातच करिअर करता येऊ शकतं, हा विचार कवितामध्ये रुजला.

कविता सांगते, ""आदिवासी मुलांमध्ये टॅलेंट ठासून भरलेलं आहे. फक्त त्यांना योग्य ती संधी मिळायला हवी. या मुलांमध्ये नैसर्गिकपणे असणाऱ्या अफाट ऊर्जेचा वापर योग्य पद्धतीने व्हायला हवा. तसं झालं तर सगळ्याच क्षेत्रांत ही मुलं नक्कीच उत्तम कामगिरी करून दाखवू शकतील.''
कविता राऊत हे एक उदाहरण आहे, माणसातल्या जिद्दीचं... चिकाटीचं!

- म. टा. वृत्तसेवा , पालघर पालघर शहरालगत आदिवासी प्रकल्पामार्फत चालविल्या जाणाऱ्या होस्टेलवर उच्च शिक्षण घेत असलेल्या आदिवासी विद्यार्थ्यांना गेल्या तीन वर्षांत अभ्यासक्रमातील पुस्तकेच सरकारने उपलब्ध करून न दिल्याने ही मुले पुस्तकाविनाच शिक्षण घेत आहेत! दुर्गम भागातील आदिवासींची मुले शिक्षणापासून वंचित राहू नयेत म्हणून राज्याच्या आदिवासी विकास प्रकल्पामार्फत राबविण्यात येत असलेल्या उच्च शिक्षण मोहिमेतील अनेक विद्याथीर् राज्यातील वेगवेगळ्या होस्टेलवर राहून शिक्षण घेत आहेत. पालघर शहरालगत पिडको औद्योगिक वसाहतीत आदिवासी मुलांच्यासाठी असेच होस्टेल असून तेथे ७५ विद्याथीर् शिकत आहेत. त्यातील एफवाय, एसवाय व टीवाय असे ३५ विद्याथीर् पालघर कॉलेजला शिक्षण घेत आहेत. मागणी करूनही या विद्यार्थ्यांना गेल्या तीन वर्षांत अभ्यासक्रमातील एकही पुस्तक आदिवासी विकास विभागाकडून मिळाले नाही. त्यामुळे कॉलेजमध्ये जे शिकवले जाते किंवा नोट्स दिल्या जातात. त्यावर, तसेच लायब्ररीतील पुस्तके अभ्यासाकरिता नेऊन आजवरचे शिक्षण या मुलांनी पूर्ण केले आहे. शिक्षणासाठी विद्यार्थ्यांना वह्याही आदिवासी प्रकल्पातूनच पुरविल्या जातात. या होस्टेेलमधील विद्याार्थ्यांना केवळ १०० पानी सहा वह्या वर्षभरात पुरविल्या आहेत. त्या पहिल्या दोन महिन्यांतच भरल्या असल्याने आथिर्क स्थिती चांगली नसतानाही स्वत: खर्च करून वह्या आणून अभ्यास करत आहेत. या होस्टेलवर विद्यार्थ्यांसाठी आणलेले कम्प्युटर गेली दोन वर्षे बंद असून होस्टेलवर दिसतच नाहीत. ११ वी व १२ वीच्या विद्यार्थ्यांना दिवाळीनंतर पुस्तके देण्यात आली. होस्टेल औद्योगिक क्षेत्राला लागून असल्याने बोअरवेलचे प्रदूषित पाणी प्यावे लागते. होस्टेलवर १२५ विद्यार्थ्यांची राहण्याची क्षमता असली तरी प्रत्यक्षात ७५ विद्याथ्यार्नांच प्रवेश दिला जातो. आजही या होस्टेलवरील चार खोल्यांमध्ये अन्य सामान ठेऊन बंदच ठेवल्या आहेत. होस्टेेलपासून कॉलेज पाच किमीवर असल्याने विद्याथीर् चालतच जातात. सायकली घेऊन दिल्यास त्याचा फायदा होईल, अशी मागणी केली. मात्र, तिचा विचारच केला नाही. कॉलेज सकाळी ६.४५ वाजता असल्याने विद्याथीर् काही न खाताच जातात. जेवणाबाबत तर विचारायची सोय नाही. मंत्र्यांनी भेट दिल्यावरही सुधारणा दिसत नाहीत. वेगवेगळ्या विषयांबाबत विद्यार्थ्यांनी वॉर्डन आठवले यांच्याकडे तक्रार केली असता वॉर्डन दम देतात. डहाणू प्रकल्प अधिकाऱ्याकडे याबाबत लिखीत स्वरूपात तक्रार केली असता तेथील शिक्षणाधिकारी हेमंत पाटील यांनी होस्टेलमधूनच काढून टाकण्याची धमकी विद्यार्थ्यांना दिल्याने त्यांच्यापुढे शिक्षणाचा प्रश्नचिन्ह उभे राहिले आहे.   original at - http://maharashtratimes.indiatimes.com/articleshow/5590271.cms

In Maharashtra, Govt runs schools for Tribal’s with the ITDP [ integrated tribal development project]

Famously known as “shaskiy ashram shala”.

 

In few days back many people’s struggled for facilities provided to students at these schools

And many of them are close to solve [for few days, at least]

 

But as responsible tribal, we should also think of the quality of education given by these schools?

As these schools are from 1^st standard to junior college. Is base of education for all.

 

We should ask following questions about the quality of education at these schools –

1.    Is really education given at these schools is of good quality?

2.    Is really student of these schools get chance to explorer their knowledge & skills?

3.    Can students from these school will compete with other students?

4.    is really the what amount spend by ITDP is giving optimum output?

5.    Is really education by these schools will help student to get good career or business opportunities in future?

seats belonging to the reserved category even if these are lying vacant. The merit list for general category is just for that category, the court has held in its fresh intervention in the "merit-versus-social justice" debate.

The ruling came in a case relating to appointment of district judges in the Delhi Judicial Services. It was alleged by aggrieved candidates that after filling up the 13 posts notified for the general category, there were vacancies in the reserved category posts which were not filled and hence those on the top of the merit-cum-wait list be considered for the same.

A Bench comprising Chief Justice K G Balakrishnan and Justices Deepak Verma and B S Chauhan rejected the petitions, saying it would be patently illegal to appoint persons in excess of the notified vacancies.

"Any appointment made beyond the number of vacancies advertised is without jurisdiction, being violative of Articles 14 and 16(1) of the Constitution, thus a nullity, inexecutable and unenforceable in law," said Justice Chauhan, writing the judgment for the Bench.

"In case the vacancies notified stands filled up, process of selection comes to an end. Waiting list etc cannot be used as a reservoir, to fill up the vacancies which come into existence after the issuance of notification or advertisement," the Bench said.

In the case in hand, only 13 vacancies for general category were advertised, hence once that was filled up, there was no scope for looking at the wait list for filling any vacancy arising in the reserved category or otherwise, the Bench said. "The unexhausted select list is meant to be consigned to record room," it said.

The Bench accepted the arguments of senior advocate A Mariarputham, who appeared for the HC. He said, "thirteen vacancies of general category were advertised: the same had been filled up according to merit, therefore, selection process in that respect stood exhausted."

The HC had issued an advertisement on May 19, 2007, for 20 posts of district judges of which 13 were for general category, three for SCs and four for STs. All 13 general posts were filled up, but two posts reserved for SCs and four posts meant for STs could not be filled up due to non-availability of suitable candidates.

आदिवासी जिल्ह्यांत इंग्लिश मीडियम

 

राज्यातल्या आदिवासी मुलांना मुख्य प्रवाहात आणण्यासाठी, त्यांना इंग्रजीतून शालेय शिक्षण देण्याची महत्त्वाकांक्षी योजना आदिवासी विकास विभागानं आखली आहे. येत्या शैक्षणिक वर्षासाठी १६ आदिवासी जिल्ह्यांमध्ये ८२ शाळांना मान्यता दिली असल्याची माहिती आदिवासी विकास मंत्री बबनराव पाचपुते यांनी दिली. आदिवासी समाजाच्या विकासासाठी केंद्र आणि राज्य सरकार विविध योजना राबवत असतं, पण त्या त्यांच्यापर्यंत पोहोचतच नाहीत. त्यामुळे आजही हे बांधव मुख्य प्रवाहात येऊ शकलेले नाहीत. स्वतःच्या विकासासाठी त्यांनी स्वतःच सजग व्हायला हवंय आणि त्यासाठी शिक्षण हा सर्वात प्रभावी उपाय आहे. हे ओळखूनच, आदिवासी विकास विभागानं इंग्रजी माध्यमाच्या शाळांची योजना आखली आहे. त्याचा लाभ सुमारे १ लाख विद्यार्थ्यांना मिळू शकेल, असं बबनराव पाचपुते यांनी सांगितलं. अधिकाधिक विद्यार्थी या शाळांकडे आकर्षित व्हावेत आणि त्यांची उपस्थिती कायम राहावी, यासाठीही काही उपक्रम राबवणार असल्याचं त्यांनी स्पष्ट केलं. राज्याच्या या पुढाकाराला केंद्रानंही दाद दिली असून योजनेसाठी ३६ कोटी रुपयांचा निधी देऊ केलाय. एकूण ८२ शाळांपैकी काही शाळा आत्ताच सुरू झाल्या असून जूनपर्यंत ही योजना पूर्णपणे कृतीत उतरवण्याचा राज्य सरकारचा मानस आहे. दरम्यान, मराठी माध्यमांच्या शाळांकडे आदिवासी विद्यार्थ्यांनी पाठ फिरवल्याचा अनुभव असताना ते इंग्रजी शाळेत किती प्रमाणात येतील, याबद्दल काही शिक्षणतज्ज्ञांनी साशंकता व्यक्त केली आहे. इंग्रजीचा अभ्यासक्रम या विद्यार्थ्यांच्या पचनी पडेल का, हा विचार सरकारने करायला हवा होता, असं त्यांचं म्हणणं आहे
